FS#230 — language - en not included in the language folder

I just downloaded PR16.1 and in the language folder there is no en folder. So I get a fatal error in the installation. Then I changed the config.php to en-uk, the http://www.nmtss.net/biowish/reminder2/install/index.php, show the en-uk is an unknown language. All the Pommo logo and fatal error icon shown an (x) indicating that the said files are not available. These indicating that the Aardvark PR16.1 is incomplete with missing files.
